These concepts are concerned with the proper communication of the citizens’ structure and the interaction and harmonization of this with the development requirements of the Kingdom of Saudi Arabia and its position within the nation.

Saudi Post Corporation has carried out exhaustive studies in cooperation with firms specializing in Geographical Information Systems (GIS) so as to execute this project in phases to cover regions and cities of the Kingdom. Clear steps are being followed in order to serve millions of citizens and residents as well as governmental and private circles so as they may benefit from this service. The Project of the postal address aims at building a method of guidance and ability to arrive at any address in the Kingdom of Saudi Arabia in the shortest possible time with minimum costs and the highest degree of technology and accuracy. This project comes to satisfy the urgent and increasing need for the development of the postal service and present them to the citizen at his place or residence without the need to go to a post office or post center. The project’s objective is also to present the service to the decision makers in the different Governmental administrations and the private sector in order to obtain the detailed addresses through a mechanism which guarantees fast delivery through the postal service.
Furthermore, the Saudi Post Corporation shall pay special attention to the human resources which will be much depended on to execute the short and long term plans enabling it to achieve all its aspirations. The Postal Coding :
The method of coding for regions, sectors, branches and sections shall be made in accordance with the importance of each province and according to the priority of the administrative classifications of the Ministry of Interior, Governorate, Province A, B, Centers A, B. Digits “0” and “1” are for the use of the Post Service to cover post boxes, governmental centers and any others unexpected requirements that might arise in the future. Demographic densities of towns and their expected future growth have also been taken into consideration. For example: Riyadh Governorate is divided and coded into three sectors (2, 3 and 4) which are contained within the main sector of Riyadh.After exhaustive study to reach very accurate results and taking into consideration all the above mentioned factors in the division operation, coding process is carried out as follows:

Sectors coding method which represnts the third digit of the postal code: |
The sectors coding process is carried out with the capital of the Region taking the digit ‘2’ and then the sectors north of the capital taking the odd numbers and the sectors to the south taking the even numbers which facilitates an easy guidance process for the sectors; the further the sector is North the higher the odd number, the further the sector is south the higher the even number. |
Branches coding Method which represents the third digit of the postal code: |
Each sector is divided into branches in the following manner: Landlocked Sectors – A central point is chosen as the Axis Point. Areas to the East of the Axis Point are assigned the even numbers; areas to the West of the Axis Point are assigned the odd numbers. Numbering starts to the North of the Axis Point so the branches to the North East and North West of the central Axis Point have lower numbers than those to the South East and South West of the Axis Point. Sectors that run parallel to the coast – The Axis Point is chosen as the most Southerly point on the coast of that sector and Branches are number sequentially Northwards. Sectors that do not run parallel to the coast – The Axis Point is chosen as the most Southerly point on the coast and then the branches closest to the coastline are numbered with the even numbers, increasing the further North from the Axis Point they are, and the branches furthest from the coastline numbered using the odd numbers, increasing the further North from the Axis Point they are. Postal Division coding method inside each Branch which represents the Fourth digit of the Postal Code Divisions divide Branches into almost equal sizes depending on:
Divisions are divided on the basis of the Main streets and the interconnecting streets, with the closest Divisions to the Axis Point having the lowest numbers. Quarter coding method inside each Division represents the Fifth digit of the Postal Code: Each Division can be divided into a maximum of 9 quarters using the following rules:
The Eastern Axis (X) for each division will then be numbered 2000 to 5999 and the Northern Axis (Y) 6000 to 9999 in 1 meter blocks to provide a grid coordinate for every building in the Division. For Streets with an Easterly Direction the X coordinate will be used as the primary number and the Y coordinate the additional number with Buildings to the North of the street using the even number and those on the south side of the street using the odd numbers. For Streets with a Northerly Direction the Y coordinate will be used as the primary number and the X coordinate the additional number with Buildings to the East of the street using the odd numbers and those on the west side of the street using the even numbers. A road is considered to be Northerly rather than Easterly if its angle of direction is between 45º and 135º from East. |
